This is more than a question than a comment. We bought our home 10 years ago. At the time, it was a church property and not on the tax roll. We were assessed $101,000, about $30,000-$50,000 above comperables. The asssessor said it was because "it was new to the rolls" but had been on the rolls before the church purchased it.
